Issue Summary: US Cellular (carrier) will be performing a planned maintenance on their infrastructure as per the below schedule.

Market: US
Expected Impact: The carrier has advised that SMS messages can be unavailable for about fifteen (15) minutes to/from US Cellular subscribers. SMS sent to US Cellular during US Cellular's downtime will be queued. Once the connectivity is restored, the queued messages will be delivered.
